Summary

  • Deletes IMPLEMENTATION_PLAN.md — all 5 phases (CLI direct-to-Microsoft, Redis L2 cache, /contribute crowdsourcing, web graceful degradation, CLI handoff UI, distribution) had already shipped, but the doc still read "Status: Proposed."
  • Deletes issues.md — its one drafted issue (inactive products still triggering backend requests) is already fixed; ProductDetailPage.tsx gates the SKU-info effect on meta.active.
  • Folds a summary of what actually shipped from the old implementation plan into PROGRESS.md, so the changelog isn't missing the entire CLI/resilience/distribution effort.

Test plan

  • Docs-only change, no code touched
  • Confirmed no other file links to IMPLEMENTATION_PLAN.md/issues.md except a historical plan doc under docs/superpowers/plans/ (left as-is — that folder is an immutable historical record)
