Summary

Adds the msdl-bin AUR PKGBUILD + makepkg-generated .SRCINFO, tracked in-repo like winget/manifests
Notes that AUR publishing is blocked -- Arch Linux disabled new account registrations after a malware campaign, no announced reopening date
Adds the Homebrew tap install command everywhere winget is already documented: README.md, release workflow notes, the web CLI page, and the per-product CliHandoff card
Adds the missing linux-arm64 row to manual download tables
